Our highly trained
staff has experience designing and conducting all types of quantitative
and qualitative evaluations using state of the art technology, statistical
analysis and sampling. We provide technical assistance to organizations
to help them implement recommendations wherever needed. Our staff
includes a diverse team of professionals with expertise in education,
program evaluation, statistics, family and social programs, social

Dr. Clare Rose, Founder, has
headed ETI since 1974 and led evaluations of all of the major reform
efforts instituted in education both locally and nationally. Her
expertise includes programs for parent involvement, after-school
and before school , school-to-work , workforce development, literacy,
dropout prevention and youth alcohol and drug prevention. Under
her guidance, ETI has gained national recognition for its high quality,
technically difficult and unbiased research in education and social
policy. In addition, she has served on numerous legislative task
forces and commissions and has been a keynote speaker at colleges
and professional organizations throughout the world. She received
the 1998 Woman of the Year award from the Los Angeles Business Council
and is currently on the Board of Directors. She is the author of
many papers and presentations on evaluation, including the monograph
The Practice of Evaluation, published by ERIC Clearinghouse on Tests,
Measurement & Evaluation. Dr. Rose has a Doctorate in Higher
Education and Evaluation, a Master’s Degree in Curriculum
and Instruction and a Bachelor’s Degree in Political Science,
all from UCLA.
Dr. Jon Hobbs, a psychologist, specializes in educational and psychological measurement, research design and statistical analysis. Dr. Hobbs has experience coordinating state-wide educational reform efforts, managing large scale research projects and applying multi-level statistical methods to educational data. His content expertise includes learning achievement, lifespan development, social cognition, and children's use of technology (with an emphasis on Internet safety and technology in K-12 schools). Dr. Hobbs has a Doctorate in Educational Psychology and a Master's of Science in Counseling Psychology.
Sima Forghani, Senior Research Associate, has experience conducting research and program evaluations in the areas of education, professional development and social and health services. Substantive areas of interest and research include Immigration, Political Sociology, and Race & Ethnicity. Ms. Forghani also has experience writing evaluation reports, conducting large-scale secondary data analyses using SPSS and STATA, and using a variety of qualitative research methods (including participant and non-participant observation, interviews, content analysis, and questionnaire construction). Ms. Forghani holds a Master's Degree in Sociology.
Dr. Jessica Brauner, a senior research associate, specializes in research methodology and statistical analysis. Dr. Brauner has experience designing and conducting educational and Psychological projects. She also has expertise in analyzing primary and secondary quantitative data using higher level statistics. Her content expertise includes normative child development, early childhood education, and children’s peer relationships. Dr. Brauner received her Doctorate in Psychology from Yale University and Bachelor’s Degree in Psychology from University of California, Los Angeles.
Jenna Blough, a research associate, has experience conducting research and program evaluations in the areas of education, social and health services, and the fine and performing arts. Ms. Blough has an extensive background in critical theory and has experience writing evaluation reports and using qualitative research methods. Ms. Blough holds an M.A. in English Literature and an M.F.A. in Critical Studies—Writing.
